PART I: CONSTITUTION

ARTICLE I – NAME AND AFFILIATION

 

1.    This organization shall be known as the “ODMHA DISTRICT THREE MINOR HOCKEY ASSOCIATION”, hereinafter referred to as District Three.

2.    District Three is a non-profit organization affiliated with, and subjected to the rules of Hockey Canada, Ottawa District Hockey Association (ODHA) and Ottawa District Minor Hockey Association (ODMHA).

3.    These Articles (Part I), Rules & Regulations (Part II) and attached Appendices supersede all previous constitutions, by-laws, rules and regulations of District Three.

4.    The following acronyms shall be used throughout in replace of their term.

      AGM:     Annual General Meeting

      IP:           Initiation and Novice Programs

      Nation:   Non-competitive house league within District Three

      PGL:      Competitive Rep B league within District Three, named after Paul-Guy Lalonde, a long time volunteer in minor hockey within District Three

      D3RA:    District Three Referees Association

      OEMHL:   Ontario East-Est Minor Hockey League

ARTICLE II – AIMS AND OBJECTIVES

 

1.    To provide organized hockey for the boys and girls of Prescott-Russell Counties (excluding that portion of Russell Township west and including Concession IV) who are interested in playing AA, A, B rep, house league and initiation/novice caliber hockey.

2.    To protect and promote the mutual interests of its members, by the adoption of rules and regulations as specified herein.

3.    To ensure the enforcement of the rules of the game as adopted by Hockey Canada, ODHA, ODMHA and District Three.

4.    To ensure that its member associations exercise general supervision and discretion over the playing interests of their minor hockey players, team officials, referees and all minor hockey officials and executives, with emphasis on the enhancement of character, citizenship and safety.

5.    To maintain and increase interest in the game of hockey.

6.    To adopt means to encourage the promotion of minor hockey and to ensure the continued existence of this organization.

ARTICLE III – AFFILIATION

 

1.    District Three operates under the auspices of the Hockey Canada, Ottawa District Hockey Association (ODHA) and Ottawa District Minor Hockey Association (ODMHA) and shall abide by the rules of those governing bodies.

ARTICLE IV – MEMBERSHIP

 

1.    District Three shall be comprised of all seven (7) minor hockey associations in Prescott-Russell counties (excluding that portion of Russell Township west of and including Concession IV) and two (2) organizations: minor hockey clubs administering "AA" and "A" minor hockey teams known as Eastern Ontario Cobras; and the association administering the referees in the District known as D3RA (note D3RA is a non-voting organization - see Article VIII).

2.    The respective zone boundaries of each association within ODMHA District Three are as shown in Appendix I, attached to this document.

3.    In order to accept an association or team from any other ODMHA district into District Three or into any of District Three’s hockey leagues, it shall be necessary to be approved by six (6) of the eight (8) voting members associations/organization at the moment of the decision at an Annual, Special or Regular meeting of District Three.

4.    Membership in District Three and District Three’s hockey leagues by the constituent bodies, players, members and individuals is purely voluntary, but application for, or acceptance of membership entails acceptance by such constituent bodies, players, members and individuals of the final and binding authority of all rulings and decisions of the District Council of District Three, subject to properly constituted appeals and protests.

5.    The District Council for District Three shall have the authority to suspend from further participation in the affairs of the District Three, any member association, officer, referee, minor official, team, player, team official, and parents or legal guardian for breach of this constitution or for conduct deemed prejudicial to the general welfare of District Three.

6.    Any association/organization that does not remit ODMHA Team lists along with the proper registration and insurance fees by the date specified by ODMHA will be fined by the ODMHA.

ARTICLE V – PLAYER TRANSFERS

 

1.    No player from District Three will be permitted to play hockey for a team from any other ODMHA district without ODMHA approval (refer to ODMHA handbook, transfers).

2.    District Three shall not accept the transfer of players into District Three from any other ODMHA district without the approval of six (6) of the eight (8) voting member associations/organizations at the moment of decision at an Annual, Special or Regular meeting of District Three.

3.    No ODMHA District players will be permitted “Zone Transfer” from one member association in District Three to another District Three member association to play hockey without the approval of the two concerned association Presidents and the District Chairperson and in accordance with ODMHA Rules and Regulations.

4.    District Three shall not accept the Hockey Canada registration for any minor hockey player who has previously been registered by a Junior team and subsequently released after December 1 of the playing season.

ARTICLE VI – EXECUTIVE

 

1.    District Council, who shall act in accordance with this Constitution, Rules & Regulations, shall administer the business affairs of District Three and District Three’s Hockey leagues and such rules and regulations as may from time to time be enacted.

2.    The members of the District Council of District Three shall consist of:

a.    District Chairperson,

b.    Alternate Chairperson,

c.    President - PGL

d.    President - Nation

e.    President - IP

f.     Registrar,

g.    Secretary,

h.    Treasurer,

i.      Risk & Safety/Abuse & Harassment Director,

j.      Development Coordinator (mentorship),

k.    Referee-in-chief (representing D3RA),

l.      Statistician(s) - PGL and Nation

m.   Scheduler,

n.    Webmaster,

o.    President or delegate from each member association/organization.

 

3.    All members of the District Council, exclusive of the representatives from each participating association/organization, shall be nominated and approved at the AGM of District Three by member associations (one vote per association/organization).  Should one of these elective positions become vacant, the District Council shall convene and appoint a replacement. The Referee-in-Chief is nominated by D3RA and approved by District Council.

4.    The term of office of the elected members of the District Council shall commence following the AGM of District Three and continue until the completion of the next AGM.

5.    The District Council shall have full power and authority to act on behalf of District Three as per District Three Constitution, Rules & Regulations.

ARTICLE VII – DUTIES OF DISTRICT THREE COUNCIL

 

1.    CHAIRPERSON

The chairperson has the authority to delegate any or all of his/her duties to a District Three representative of his/her choice.

  1. Shall represent District Three at all meetings of the ODMHA Minor Council;
  2. Shall represent District Three in all meetings with representatives from other ODMHA District;
  3. Shall provide the official interpretation for District Three of the Constitution, By-laws, Rules and Regulations of District Three, ODMHA, ODHA and Hockey Canada;
  4. Shall ensure that member associations, teams’ officials, players and officials in District Three comply with District Three, Hockey Canada, ODHA and ODMHA rules and regulations;
  5. Shall be present at all discipline and appeal hearings of District Three.
  6. Shall preside at all annual, special and regular meetings;
  7. Shall interpret and apply this Constitution and all Rules and Regulations of District Three, to promote fair play and equity between rival teams and associations;
  8. Shall exercise power and authority on behalf of the District Council in cases of emergencies;
  9. Shall have the authority to suspend officials, teams, team officials, parents or legal guardians, players and referees, for conduct prejudicial to the objectives of District Three;
  10. Shall be a member of all special committees of District Three;
  11. Shall not vote, except in the case of a tie, when he or she shall cast the deciding vote in any and all matters;
  12. Shall be one of the two signing officers of District Three.

 

2.    ALTERNATE CHAIRPERSON

  1. Shall assume all or any duties of the Chairperson in the absence or upon request of the Chairperson.

 

3.    PRESIDENTS - PGL and NATION

  1. Shall assume all or any duties of the Chairperson in the absence of the Chairperson or Alternate Chairperson or at the request of the Chairperson or Alternate Chairperson;
  2. In matters affecting their respective leagues, shall exercise power and authority on behalf of the Chairperson or Alternate Chairperson, and shall apply District Three’s rules to promote fair play and equity between rival teams;
  3. Shall have the power to suspend officials, team officials, parents or legal guardians, teams and players in their respective leagues, for conduct prejudicial to the objectives of District Three;
  4. Shall report all suspensions to the District Council at each regular meeting or at meetings called to further consider such suspensions, as deemed necessary;
  5. Shall be responsible for the retrieval of league and playoff trophies;
  6. Shall receive a copy of the game sheets for their respective leagues;
  7. Shall report on late game sheets to the District Council at each regular meeting;
  8. The President of PGL shall attend all meetings of the ODMHA Branch League Coordinating Committee.

 

4.    PRESIDENT – IP

  1. Shall manage the initiation program as per District Three and ODMHA directives;
  2. Shall manage the novice program as per District Three and ODMHA directives;
  3. Shall assume all or any duties of the Chairperson in the absence of the Chairperson or Alternate Chairperson or at the request of the Chairperson or Alternate Chairperson;
  4. In matters affecting IP, shall exercise power and authority on behalf of the Chairperson or Alternate Chairperson, and shall apply District Three’s rules to promote fair play and equity between rival teams;
  5. Shall have the power to suspend officials, team officials, parents or legal guardians, teams and players in IP, for conduct prejudicial to the objectives of District Three;
  6. Shall report all suspensions to the District Council at each regular meeting or at meetings called to further consider such suspensions, as deemed necessary;
  7. Shall gather all games sheets for Initiation and Novice and prepare up-to-date team standings for the novice division.

 

5.    REGISTRAR

  1. Shall be responsible for the supervision of all District Three member home Association registration as per ODMHA registration rules and procedures;
  2. Shall be responsible for the registration of all District Three minor hockey association team registrations (players and team officials);
  3. Shall record and maintain up-to-date team lists, affiliation lists and bench staff certification list;
  4. Eastern Ontario Cobras shall be responsible for registration of their players, and the registrar for Eastern Ontario Cobras shall be reporting to District Council;
  5. Shall provide a copy of team, affiliation and certification lists to the Presidents of PGL, Nation and IP. 

 

6.    SECRETARY

  1. Shall attend and keep records of all meetings of District Three;
  2. Shall forward a copy of those records to all members of the District Council, as soon as possible, after each regular and annual meeting;
  3. Shall inform each member of the District Council of meeting dates and locations;
  4. Shall receive written request for special meeting.

 

7.    TREASURER

  1. Shall be responsible for the collection of all District Three funds and deposits of same in an account under the name of ODMHA District Three;
  2. Shall be one of the two signing officers of District Three;
  3. Shall give a financial report and current bank statement of the District Council at each regular and annual meeting.
  4. At the December meeting and AGM shall provide a detailed Revenue and Expense Report to District Council

 

8.    RISK & SAFETY/ABUSE & HARASSEMENT DIRECTOR

  1. Shall act as communications link between District Three and the ODMHA Director Risk & Safety;
  2. Shall initiate risk management program which promotes and improves minor hockey in District Three;
  3. Shall assist all associations in establishing suitable risk management programs;
  4. Coordinates all investigations relevant to all abuse & harassment and risk & safety matters.

 

9.    DEVELOPMENT COORDINATOR (MENTORSHIP PROGRAM)

  1. Shall act as communications link between District Three and the ODMHA Development Coordinator (mentorship);
  2. Shall initiate hockey development program which promotes and improves minor hockey in District Three;
  3. Shall assist all associations in establishing suitable hockey development programs.

 

10.  REFEREE-IN-CHIEF

  1. Represents D3RA at District Three Council in accordance with D3RA Constitution;
  2. Shall receive a copy of all game sheets (Nation & PGL) from the home association.

 

11.  STATISTICIAN(S) - PGL and NATION

  1. Shall receive a copy of all game sheets (Nation & PGL) from the home association;
  2. Shall prepare up-to-date standings of all team and individual player/goaltender stats in their respective leagues;
  3. Shall report monthly to member associations the league standings;
  4. Shall report monthly, or upon request, to the President of their league.

 

12.  SCHEDULER

  1. Shall prepare game schedules for all teams and leagues (IP, Nation, PGL).

 

13.  WEBMASTER

  1. Shall be responsible for keeping the District Three website up to date.

 

14.  ASSOCIATION/ORGANIZATION REPRESENTATIVES

  1. Shall upon request, and his or her acceptance, carry out any duties or responsibilities deemed necessary by District Three;
  2. At least one representative of each member association shall attend all ODHA and ODMHA general meetings when requested by the Chairperson or District Three;
  3. The Eastern Ontario Cobras Organization representative shall attend all meetings of the ODMHA Branch league Coordinating Committee and “AA” and “A” meetings;
  4. The Eastern Ontario Cobras Organization representative shall report on “AA” and “A” hockey at each regular and annual meeting of the District Council;
  5. The Eastern Ontario Cobras Organization representative shall provide a detailed financial year end report for “AA” & “A” to District Three prior to or at the AGM;
  6. The Eastern Ontario Cobras Organization representative shall have a vote at District Council meetings;
  7. Each Association/Organization representative must provide a copy of their current Association Constitution and list of Executive members by the October meeting;
  8. The D3RA Constitution shall be submitted to and approved annually by the District Council at the District Three AGM and attached hereto the Constitution of District Three as Appendix III.

ARTICLE VIII – VOTING ELIGIBILITY

 

1.    Association Presidents and Eastern Ontario Cobras only can vote on constitutional items;

2.    All members of District Three Council can vote on non-constitutional items;

3.    All members are eligible to vote, regardless of who proposed the motion or may be impacted by it.

ARTICLE IX – MEETINGS

 

1.    AGM

a.    The AGM of District Three shall be held in May of each year, at a time and place decided upon by the District Council.

b.    Notice of the AGM will be given at the April meeting of the District Council and shall be posted on website.

c.    Proposed amendments to the Constitution and Rules & Regulations will be presented at the April meeting of the District Council and shall be approved by six (6) of the eight (8) voting member associations/organizations at the AGM.

d.    Any new motion of constitutional or Rules & Regulation changes brought forward on the day of the AGM will require to be approved by all eight (8) voting member associations/organizations to be accepted.

e.    Voting at the AGM will be by show of hands and/or by secret ballot following voting privileges: One vote for each participating member association/organization in good standing. NOTE: There will be no voting by proxy.

f.     The order of business at the AGM will be as follows:

i)      Adoption of Agenda

ii)     Minutes of last annual general meeting

iii)    Chairperson’s address

iv)   Financial Statements

v)    Acceptance/approval of Eastern Ontario Cobra’s financial statement and Constitution

vi)   Amendments and notices of motion

vii)  Nominations and election of officers

viii) Adjournment

g.    The quorum at the AGM shall be at least three (3) of the elected members of the District Council, including the Chairperson or one of the Presidents (PGL, Nation or IP), and representatives from at least six (6) of the member associations/organizations.

h.    Except in cases of inclement weather or other acts of God, each member association/organization must be represented by at least one delegate at District Three AGM.  Failure to be so represented will result in a fifty dollar ($50.00) fine to the association at fault.

2.    Regular and Special Meetings

a.    Regular meetings of the District Council shall be held monthly, from August through April of each playing season.

b.    Additional meetings of the District Council will be held at the written request to the secretary of four (4) of the eight member associations/organization, or (½) of the elected members of the District Council, or at the call of the Chairperson.

c.    Every member of the District Council shall have full voice and the right to vote at Regular Meetings except for constitution and league matters of the District Council.  Voting will be by show of hands and/or secret ballot.  The Chairperson shall only vote in case of a tie.  NOTE:  There will be no vote by proxy.

d.    The quorum at regular meetings of the District Council shall be one-half (½) of the elected members of the District Council, including the Chairperson or one of the Presidents for PGL, Nation or IP, and representatives of at least  five (5) of the member associations/organization.

e.    The secretary will give notice of meetings to members at least five days prior to each meeting.

f.     Emergency meetings of the District Three Council may be called without the usual five days notice, provided all presidents of associations/organization are notified of such and a quorum five (5) of eight (8) of all presidents of associations/organization (50% plus 1) of the District Council agree to such a meeting.

g.    Except in cases of inclement weather or other acts of God, each member association/organization must be represented by at least one delegate at all Special or Regular meeting of District Three.  Failure to be so represented will result in a fifty dollar ($50.00) fine to the association at fault.

ARTICLE X – HOCKEY LEAGUES

 

1.    District Three shall operate and administer two minor hockey leagues, PGL and Nation; shall operate and administer the Initiation/Novice Programs; and administer “A” & “AA” caliber teams.  In addition, other leagues may be established each playing season as required.

2.                     

  1. “A” and “AA” caliber hockey in District Three shall be administered by the Eastern Ontario Cobras organization and overseen by the District Council.
  2. The “AA” organization shall constitute the Executive of the Eastern Ontario Cobras “AA” and “A” hockey leagues.
  3. The Rules and Regulations and the Constitution of the Eastern Ontario Cobras as established by the Executive of the Eastern Ontario Cobras, shall be approved annually by the District Council at the District Three AGM and attached to the Constitution of District Three as Appendix II.
  4. The executive of the Eastern Ontario Cobras shall manage the daily administration and financial affairs of the Eastern Ontario Cobras “AA” and “A” hockey clubs and all “AA” and “A” hockey teams from District Three participating in the OEMHL “AA” and “A” leagues, see also ARTICLE VII (14) and rule 2.0 (iv).

3.    Registration:

a.   All Associations shall have their registrations completed by June 1 and entered into the Hockey Canada registration system by June 30th;

b.   All Associations shall submit their number of teams and ice time, specified by age group, for the coming season to the District Scheduler and Chairperson by August 1st;

c.   All District Three players must be registered with their home association prior to participating at any tryout for any team;

d.   Any player contravening 3 c above shall be suspended until registered and fined $50.00;

e.   Any Association/Organization allowing an unregistered player on the ice for a tryout shall be fined $50.00 per offending player per offence.

4.    Whenever the number of eligible players warrants, District Three shall encourage minor hockey associations in District Three to form Juvenile teams for an ODMHA recognized Juvenile hockey league.  Eligible players in minor hockey associations with insufficient number of players to form Juvenile team may be given Zone or District Transfers to play for the nearest Juvenile teams.

5.    Without the player’s consent, no player may be released by an “AA” or “A” team in District Three after November 1 of each playing season (Nov. 15 for Midget teams).

6.    Any Cobra organization player, who voluntarily leaves the organization after the teams have been finalized, or September 15th, whichever comes first, shall be placed on a team by the District Council.

ARTICLE XI – AWARDS

 

1.    District Three shall award the following trophies annually.

  1. The Volunteer of the Year Trophy shall be awarded to an individual for his or her dedication and contribution to minor hockey in District Three.  Nominations for the Volunteer of the Year Trophy may be submitted each year during a regular District Three meeting, prior to the All-Star game of the District Council.  Immediately thereafter, the winner of the Volunteer of the Year Trophy shall be selected by secret ballot.  Every member of the District Council shall be eligible to vote;
  2. The President’s Trophy shall be awarded to the association hosting the All-Star game;
  3. League champion and playoff champion in PGL and Nation leagues in all levels;
  4. Individual trophies shall be awarded at all levels in nation & PGL for "top scorer" and "best goaltender average";

 

  1. Failure of an Association to return the trophies (not including individual awards) by the February meeting will result in a $50.00 fine per trophy.
  2. Associations losing any trophies shall reimburse District Three for the cost of the replacement trophy.

ARTICLE XII – GENERAL

 

1.    Any expenditure of $300.00 or more, with the exception of payments made to D3RA for referee assignments, made for or by District Three, shall require the approval of the District Council.

2.    The Rules & Regulations, as amended from time to time by the District Council, shall be considered an integral part of the Constitution of District Three.

 


PART II: RULES & REGULATIONS

 

All District Three players shall play under the rules and regulations set by Hockey Canada, ODHA, ODMHA and District Three as specified here under.

 

Additional rules for IP are agreed to (before the start of each season) by a sub-committee consisting of the District Three President IP and the Initiation/Novice VPs from each of the member associations and ratified by District Council.

1.0     GENERAL

 

i)          District Three’s PGL and Nation league and IP shall be open to all “association” hockey teams in the initiation, novice, atom, peewee, bantam, midget, and juvenile age divisions formed by minor hockey associations in District Three;

ii)         All District Three teams playing shall play under rules and regulations as set down by the Hockey Canada, ODHA, ODMHA, District Three and applicable Association/Organization;

iii)        The District Council may adopt or revise rules, during the playing season, but such rules must be approved by six (6) of the eight (8) voting associations/organizations at any regular or special meeting and ratified at the AGM for permanent inclusion. Any rule changed during the year not ratified at the AGM shall automatically revert back to its original rule.

2.0     TEAMS

 

i)          Each association within District Three will actively support the “AA” and “A” teams of Eastern Ontario’s Cobra “AA” and “A” Hockey Clubs and encourage their most outstanding players to try-out for “AA” and “A” teams;

ii)         Each association must enter a PGL team in that age division and may enter one or more teams in the Nation League;

iii)        In special cases, associations may request permission, prior to September 1 of the playing season for the Leagues to waive Rule 2.0 (ii).  Permission will be given with the approval of six (6) of the eight (8) voting members of association/organization at the moment of the decision;

iv)       No team will be allowed to change from on level of competition to another after November 1st.  A team must be evaluated by the pertinent President or his delegate and approved by the District Council. A team that goes up or down will do so under the following conditions:

a.    No team will go to another caliber with a greater number of points than the last place team of that caliber;

b.    Players will retain the number of affiliated games played and suspensions;

c.    Approval of the District Council must be obtained.

v)        District Council has the authority to tier any division as need be each season. Decision shall be made by the August District Council meeting.

3.0     PLAYER AFFILIATION

 

i)          Refer to Hockey Canada and ODMHA Regulations.

ii)         For 19-Player Affiliation all players must be registered as an affiliate before stepping on the ice with their affiliated team.

4.0     EQUIPMENT

 

i)          Each player shall follow the ODHA, ODMHA and District Three rules and regulations regarding equipment.

5.0     GOALKEEPERS

 

i)          Each team is encouraged to include two goalkeepers in its line-up.  However, if a team has only one goalkeeper present for a game and that goalkeeper is injured and cannot continue, the referee shall allow up to fifteen (15) minutes for the team to replace the injured goalkeeper with any other player on their team list or with an affiliated goalkeeper.

6.0     REGULAR SEASON

 

i)          Depending upon the number of teams in an age division, the number of games that every team will play during the regular season shall be determined at the August meeting;

ii)         The start and end dates for the Novice, Nation and PGL regular season shall be determined by District Three Council at the August meeting;

iii)        Inter-district games in Initiation shall begin at a date determined by the IP Sub-Committee (and ratified by District Three);

iv)       Regular season games may be played on any day of the week (including weekends). NOTE: Because many players, 13 years of age and older, also have jobs, bantam, midget and juvenile teams are encouraged to play their games during the evening hours any day of the week;

v)        No regular season game may be scheduled to commence before 8:00 am (for initiation or novice teams), or before 9:00 am (for atom, peewee, bantam, midget or juvenile teams) on any Saturday or Sunday, or before 6:30 pm (for all teams) on any day from Monday through Friday, without the consent of both Association Presidents for the teams involved in the game, and the respective league President, or District Chairperson if league President cannot be reached;

vi)       No regular season game may be scheduled to commence after 7:30 pm (for initiation, novice or atom), after 8:30 pm (for peewee and bantam), and after 9:00 pm (for midget and juvenile teams) on any day;

vii)      The respective league Presidents, or District Chairperson if league President cannot be reached, may overrule provisions of 6.0 (v) and (vi) in case of exceptional or emergency situations;

viii)     For atom, peewee and juvenile divisions, all games shall be composed of three (3) eleven (11) minute stop-time periods, to a maximum of fifteen (15) minute straight time, whichever occurs first. For bantam and midget divisions, games shall be composed of three (3) fifteen (15) minutes stop-time periods to a maximum of twenty-five (25) minutes straight time, whichever occurs first. Timing of periods for initiation and novice games shall be determined by the IP sub-committee before the start of the season;

ix)       Visiting teams may place a representative of their team in the time-keeper’s box, during all games, to monitor timing of games;

x)        District Three will not hear any appeals or protests from Home Teams regarding timing of games;

xi)       District Three will not hear any appeals or protests from Visiting Teams regarding the timing of games, if the Visiting Team did not place a representative in the time-keeper’s box to monitor timing of the game;

xii)      The home Association team shall be responsible for verifying the referees assigned to their game are present twenty (20) minutes prior to game time. In the event of a no-show they are to call the emergency number that will be provided.

7.0     PLAYOFFS (Nation and PGL)

 

i)          Playoff format will be determined at the beginning of the playing season once the number of teams per category has been determined;

ii)         Playoff games shall be played on any day of the week, including weekends;

iii)        No playoff game may be scheduled to commence before 9:00 am (atom to juvenile) on Saturday or Sunday, or before 6:30 pm (atom to juvenile) on any day from Monday through Friday, without the consent of both Association Presidents for the teams involved in the game and the respective league President, or District Chairperson if league President cannot be reached;

iv)       No playoff game may be scheduled to commence after 7:30pm (atom), after 8:30pm (peewee and bantam) and after 9:00pm (midget and juvenile) on any day;

v)        The respective league President, or District Chairperson if league President cannot be reached, may overrule provisions in 7.0 (iii) and (iv) in case of exceptional or emergency situations;

vi)       No teams are allowed to enter any tournaments during the first 3 weeks of the playoffs. Teams entering tournaments after the first 3 weeks do so at their own risk. Playoff schedules will NOT accommodate tournament entries;

vii)      Teams not showing up for playoff games (minimum of 6 players) will forfeit the two points and be subject to disciplinary action by the respective league President or District Chairperson. In addition, the Association will pay the fine specified in Rule 12.0 (ii);

viii)     For atom, peewee and juvenile divisions, all games shall be composed of three (3) ten (10) minutes stop-time periods, to a maximum of fifteen (15) minute straight time, whichever comes first. For bantam and midget divisions, the three (3) periods of all games shall be composed of three (3) fifteen (15) minute stop-tome periods to a maximum of twenty-five (25) straight time, whichever comes first. The third period of all games (atom-midget) shall be played in full (i.e. no running clock for the third period);

ix)       Visiting teams may place a representative of their team in the time-keeper’s box, during all games, to monitor timing of games;

x)        District Three will not hear any appeals or protests from Home Teams regarding timing of games;

xi)       District Three will not hear any appeals or protests from Visiting Teams regarding the timing of games, if the Visiting Team did not place a representative in the time-keeper’s box to monitor timing of the game;

xii)      Additional playoff rules may be determined before the start of the playoff season, as determined by District Council;

xiii)     The home Association team shall be responsible for verifying the referees assigned to their game are present twenty (20) minutes prior to game time. In the event of a no-show they are to call the emergency number that will be provided.

         Note: There are no playoffs in IP. Novice teams shall play a round-robin following the regular season. The format for the novice round-robin shall be determined in early January. The playoff rules above apply for the novice round-robin except 7.0 (iii), (iv) and (viii).

8.0     REFEREES

 

i)          In all peewee, bantam, midget and juvenile games a three-man referee system shall be used.  It is highly recommended for bantam, midget and juvenile that the referee shall be a current NRCP Level 3 or better, and one of the two linesmen shall be a current NRCP Level 2 or better;

ii)         In all novice games and atom games, a two-man referee system should be used, provided one official is a current NRCP Level 2 or better;

iii)        In all initiation games, one referee shall be used;

iv)       If one of the game officials does not appear for a game (regular season or playoffs) normally officiated using the three-man system, the game must be rescheduled unless there is unanimous consent of both head coaches involved to play the game.  Both head coaches must signify this consent by resigning the game sheet, prior to the start of the game.

9.0     RESCHEDULING OF GAMES

 

i)          Regular Season:

a.    Games can only be rescheduled due to:

i)    tournaments;

ii)   inclement weather or acts of god;

iii)   loss of ice/ice time.

b.    A team must notify, a minimum of two (2) weeks prior to the date of the originally scheduled game, the appropriate league President of the need to reschedule the game due to tournament play (see 9.0 (d) below for additional timing requirements);

c.    If a game regularly scheduled prior to the Christmas break has to be rescheduled it must be played before Christmas;

d.    If a game regularly scheduled after Christmas has to be rescheduled, notice to reschedule must be submitted no later than January 10th. The game must be played before the original scheduled date.

e.    The Vice-President of the home Association will submit three dates for the rescheduled game to the Vice-President of the visiting Association, one of which is to be chosen. This new date must then be approved by the respective league President before the original game can be cancelled.

f.     In the case of inclement weather or other acts of God, the team unable to play must contact the President for that league who shall make a final decision on the game.

ii)         Playoffs:

a.    Once schedule, a playoff game may not be reschedule except in the case of inclement weather or other acts of God.

10.0  DELAYED GAMES

 

i)          A delay of five (5) minutes will be allowed to a team that is late.  After this, the game will be forfeited and the team unable to start shall be subjected to the Disciplinary rules in Rule 12.0.

11.0  TEAM COLOURS

 

i)              For Nation and PGL, the Home team shall wear light-colored jerseys and matching light-colored socks.  The visiting team shall wear dark-colored jerseys and matching dark-colored socks.  In case of a dispute, the home team shall change their jerseys and report the incident to the President of that league.

ii)             For IP the above rule (11.0 (i)) should be followed where possible. Visiting teams with only one (1) set of jerseys are to contact the home team prior to the game to determine if there is a colour conflict and negotiate a solution. Matching socks are not required but are highly recommended.

12.0  DISCIPLINE

 

i)          The Code of Discipline issued by the ODMHA shall be strictly enforced by the Chairperson of District Three and his/her delegates for all players and team officials participating in District Three; 

ii)         Teams and team officials are responsible for showing up at each game with their team (minimum of 6 players).  Failure to do so will result in a fine of $250.00 for initiation, novice, atom, peewee and juvenile teams, and $350.00 for bantam and midget teams:  the fine being paid by the offending association to District Three, who will refund ice and referee costs, as appropriate.   In addition, when either a team or its coaches do not appear for a game, the head coach for that team will be suspended pending a hearing.  The team’s association will be responsible for ensuring that the game is rescheduled and played or the team disbanded.  Failure of an association to comply with this rule will result in the suspension of that association from District Three’s hockey leagues and will be reported to the ODMHA;

iii)        Notice shall be given within 48 hours to the specified individual and Disciplinary Hearing shall be called;

iv)       All misconducts, game misconducts, gross misconducts, match penalties, all checking from behind and checking to the head penalties shall be reported by the coach to the appropriate association official by telephone, who shall in turn report it to the proper league President, prior to the next meaningful game or 24 hours whichever comes first.

v)        After four (4) misconducts, a player will be suspended for one (1) meaningful game (not to be considered a game misconduct). The head coach is responsible for ensuring, without further notice from anyone, that the player(s) serves the game suspension.

13.0  APPEALS

 

Note:   all appeals of suspensions resulting from application of the ODMHA code of discipline/abuse and harassment and risk & safety in sanctioned events for leagues administered by District Three must be submitted to the appropriate league President or District Chairperson and will be heard under rules established by District Three and ODMHA.

 

i)          Appeals resulting from play in District Three will follow the procedure described in the ODMHA Rules and Regulations; 

ii)         Failure of any player, team official, referee or association representative to attend a discipline or appeal hearing when instructed to do so by the District Chairperson or President, without just cause, will result in the suspension from all hockey activities of that person until he or she attends a hearing and the Appeals and Discipline committee renders a decision;

iii)        Appeal Hearings:

a.    Hearings will be held within seven (7) days of the delivery of the cheque and written appeal request to the respective President of the League or the District Chairperson;

b.    The District Chairperson or his/her delegate will chair hearings;

c.    Not less than three (3) neutral members of the District Council will hear protests and appeals;

d.    In cases of discipline, the Referee-in-chief may attend hearings to interpret Hockey Canada Playing Rules.

iv)       A fee of $150.00 shall be deposited with the request for appeal.  If the appeal is won, one-half of the fees shall be reimbursed. If the appeal is lost, no money is reimbursed;

v)        Appeals of decisions by member associations, and appeals of suspensions resulting from application of the ODMHA CODE OF DISCIPLINE, ODHA Abuse & Harassment By-law II in tournament and exhibition games, or in games from leagues other than those administered by District Three (i.e. OEMHL AA, A and B leagues and Minor Hockey Associations house leagues), must be notified to the Chairperson of ODMHA District Three and any other respected executive council member, and will be heard according to procedures described in the ODMHA Rules and Regulations.

14.0  PARTICIPATING FEES

 

i)          Association fees will be decided at the August meeting;

ii)         Prior to November 30 of each playing season, participating associations must pay a prescribed fee, to District Three.  The District Council in accordance with District Three policy will establish league fees and issue invoices to the Associations;

iii)        Associations failing to pay their league membership fees by November 30th will be assessed fines of $100.00 per week until paid in full as determined by the District Council;

iv)       Associations failing to pay league membership fees/fines can be suspended from further participation in any District Three leagues.

15.0  TOURNAMENTS AND EXHIBITION GAMES

 

i)          Travel permits are required for tournaments and exhibition games outside of the Branch (i.e. ODMHA) in accordance with ODMHA Rules and Regulations;

ii)         All travel permits and game sheets must be returned to the respective league President for all out of branch tournaments/exhibition games within seventy-two (72) hours of the game/tournament being played;

iii)        Travel permits shall be required for tournaments and exhibition games within the Branch. Only the Association President shall be required to sign in-branch trip permits. A copy of the trip permit shall be sent to the respective league President within twenty-four (24) hours of signing;

iv)       All travel permits and game sheets must be returned to the respective league President for in-branch tournaments/exhibition games;

v)        No teams are allowed to participate in any tournaments during the first 3 weekends of the playoffs. Teams entering tournaments after the first 3 weeks do so at their own risk. Playoff schedules will NOT accommodate tournament entries;

vi)       Failure to follow any part of Rule 15.0 shall result in the suspension of the head coach pending the disciplinary hearing (see Rule 12.0).

16.0  GAME SHEETS

 

i)          League and Playoff Games:

a.    The home association must mail a copy of all game sheets to the appropriate League President, Statistician and D3RA Referee-in-Chief;

b.    Game sheets for each week must be received by the respective President by Friday of the following week. Failure to do so will result in a fine of $25.00 per score sheet.

17.0  LEAGUE STANDINGS

 

i)          The order of standings in each Division (Novice, Nation and PGL) shall be decided as follows:

a.    greatest number of points:

b.    after a) has been considered, greatest number of wins overall;

c.    after a) and b) have been considered, greatest number of points in games between tied teams;

d.    after a), b) and c) have been considered, total goals ratio (The total goals ratio is computed by dividing “goals for”, during the regular season, by “total against”).

e.    After a), b), c), and d) have been considered, coin toss.

ii)         Team and player standings will be recorded for Nation and PGL; only team standings will be recorded for Novice.

iii)        Team/player standings shall not be kept for initiation.

APPENDIX I

ASSOCIATION ZONE BOUNDARIES

 

Casselman MHA:       The east boundary is the West side of County Road #8 extended to perpendicular with Route 1000; the north boundary is the South side of Clarence-Cambridge Boundary Rd; the west boundary is the East side of county Road #5 extended to the end of Farley road; and the south boundary is the North side of Route 1000

 

 

Clarence MHA:           The Clarence MHA boundaries include the villages of Bourget, Cheney, Clarence Creek, Hammond and St-Pascal; the area south of Hwy 17 between Landry and the eastern boundary of Clarence Township; the area south of Baseline Rd between Canaan Rd and the eastern boundary Clarence Township, as far south as the Clarence-Cambridge boundary.

 

 

Embrun MHA:             The EMHA boundaries shall encompass Concessions 5 to 10 inclusively and the Village of Embrun of the Municipality of Russell.

 

 

Hawkesbury MHA:     Includes the towns of Hawkesbury, L'Orignal and Chute A Blondeau. The northern boundary being the Ottawa River. The western boundary being the corner of Bay Road and Blue Corner Road, then southeast to Hwy 17. Northeast of Hwy 17 to Cassburn Road. Southeast of Cassburn Road to Sandy Hill Road. All North of Sandy Hill Road. Proceeding south, the East side of Hwy 34 and the norther side of Pattee Road. All North of Hwy 17 and Hwy 417 to the Ontario-Quebec border.

 

 

Rockland MHA:          RMHA in compasses the area bounded as follows: East side of Canaan Road to Baseline Road; North Side of Baseline to Laundry Road; the east side of Laundry to Hwy 17 then turning east on Hwy 17 – the north side of Hwy 17 to the eastern limits of the City of Clarence-Rockland. The north boundary is the Ottawa River.

 


St. Isidore MHA:         Starting at the most southwesterly boundary of the former Township of South-Plantagenet, now in the Nation Township, going northerly on County Road 8, then turning easterly at the intersection of the most northeast boundary of  the former Cambridge Township, now in the Nation Township, then turning easterly until the intersection of County Road 16 and North Dixon Factory Road, and then turning northerly along the same road, then turning westerly onto Ettyville Road, until it meets the intersection of Robillard Road (boundary between Clarence-City and Nation Township). Then going northerly on Robillard Road until the intersection of the boundary between Nation Township and Alfred-Plantagenet Township (being the westerly extension of Concession 10 Road). Turning easterly along this boundary and Concession 10 Road until the intersection of County Road 19 and Concession 10 Road (main intersection in Pendleton). From this intersection, going northerly on County Road 19 until it intersects Concession 2 Road. Turning easterly onto Concession 2 Road until it intersects with County Road 17 (former Highway 17). Turning westerly on County Road 17 up to the intersection of Division Road. From the intersection of County Road 17 and Division Road going northerly to the Ottawa River.

 

                                    The most northerly boundary is the Ottawa River.  The boundary extends along the Ottawa River in the former Alfred Township, now in the Alfred and Plantagenet Township, up to its boundary with Champlain Township being the northerly extension of Blue Corner Road.  St-Isidore boundary also includes the part of Domaine Chartrand that is in Champlain Township.  From the intersection of the Ottawa River and the most northeasterly boundary of Alfred and Plantagenet Township, going southerly on the boundary between Alfred and Plantagenet and Champlain Township, up to the intersection of County Road 10 and Caledonia Road. Turning easterly on County Road 10 until it intersects with County Road 22, then easterly again on Concession 5 Road until it intersects with Hunter Road. From the intersection of Hunter Road and Concession 5 Road going southerly until it intersects with Concession 6 Road.  From the intersection of Hunter Road and Concession 6 Road going southerly until it meets the boundary of the Nation Township and North Glengarry.  Finally, from this intersection going westerly along the boundary between Nation Township and North Glengarry up to most southwesterly boundary (approximately the intersection of County Road 8 and County Road 3) of former Township of South-Plantagenet, now in the Nation Township.

 

 

Vankleek Hill MHA:    The Vankleek Hill boundaries commence at the Quebec border and include all South of Highway 417 and 17 to the East side of the Golf Course Road, then proceeding South on the Golf Course Road to the junction of Pattee Road, all South of the Pattee Road to the junction of Highway 34, then proceeding North on Highway 34 all West and South of Highway 34 to the Sandy Hill Road, then all South of Sandy Hill Road to the West side of Cassburn Road to the junction of Highway 17, all South of Highway 17 to the West unit St. Isidore Boundary in the Nation Township.

Article I - Name

 

This organization shall be known as the Eastern Ontario Cobras Minor Hockey Association.

 

Article II - Interpretation

 

a)   The singular includes the plural.

b)   The masculine gender includes the feminine.

c)   Organization means Eastern Ontario Cobras Minor Hockey Association.

d)   Corporation Act means, the Corporation Act R.S.O. 1980, Chapter 89, and any statute amending or enacted in substitution, thereof, from time to time.

e)   Documents includes deeds, mortgages, charges, conveyances, transfers and assignments of property, real of personal, immovable or movable, agreements, releases, receipts and discharges for the payment of money or other obligations, conveyances, transfers and assignments of shares, bonds, debentures or other securities and all paper writings.

f)    Executive means the Board of Directors of the organization.

g)   Generals all terms defined in the Corporation Act have the same meaning in this by law and all other by laws and regulations of the organization.

 

Article III - Head Office

 

The Head Office of the organization shall be in District 3, in the province of Ontario, and at such place therein as the executive may from time to time determine.

 

Article IV - Objectives

 

a)  To promote, organize and teach hockey.

b)  To provide maximum opportunities without discrimination.

c)  To develop friendship and sportsmanship.

d)  To develop mental and physical skills.

 


Article V - Membership

 

a)  Members in Good Standing - Parents (both), guardian of the players and team officials shall become a member of the organization upon signing a registration certificate and remain a member in good standing so long as full payment of annuals fees, set up by the executive and such levies set by each team, have been paid prior to the start of the season.  If a member does not meet these requirements, he might be expelled from the organization.  All persons on the executive will be members.

b)   Liability of the Members - Members shall not as such be held answerable or responsible for any act, default, obligation or liability of the organization or for any engagement, claim, payment, loss, injury, transaction, matter or things relating to or connected with the organization.

 

Article VI - Boundaries

 

The organization shall have jurisdiction for competitive AA and A players in all of District 3 as defined by the Ottawa District Hockey Association, hereinafter, referred to as the ODHA and the Ottawa District Minor Hockey Association, hereinafter, referred to as ODMHA.

 

Article VII - Executive Committee

 

a)   The business and the affairs of the organization shall be conducted by the executive who shall act in accordance with this constitution and such by laws and regulations as may from time to time be enacted by the organization. In all decisions they shall follow the policies of the ODMHA, the ODMHA’s District 3, the ODHA and Hockey Canada.   In cases involving playing rules, the Cobras Association will follow the rules and regulations of the league in which their teams play.

b)   The Executive committee will have the power to make any changes to the constitution at any time but they must be approved by a majority of 2/3 of the voting members at the next annual meeting.  Any amendments tabled on the floor of the annual meeting by a member of the Cobras Association are subject to approval by 80% of those attending the AGM unless the secretary receives written notice of the amendment at least one week before the AGM.  If prior written notice is received, then 2/3 approval is required.

c)   All members of the executive committee will have one (1) vote.

d)   The Executive shall consist of:

      i)    President

      ii)   Directors (10)

e)   The president shall be elected for two years, by the Eastern Ontario Cobras Executive at the annual meeting.

f)    The position of director shall be a two year term. Five directors will be elected in even years and the other six directors in odd years (positions to be determined).

g)   Every director who is appointed to fill a vacant position must be elected at the next annual general meeting. Directors who receive the highest number of votes will be elected to a two-year term, if applicable.

h)   Prior to the AGM and after consultation with teams, the executive will decide in which league AA or A, Major Atom, Minor Peewee and Major Peewee teams will play next season.

 

Article VIII - Annual Meeting

 

a)   The annual meeting of the members shall be held each year at a date no later than the 15th day of June, following the completion of the current hockey season, at a time, place and date determined by the President.  Notice of the time, place and date of the annual meeting shall be posted and published at least 14 days prior to the event.

b)  The order of business of the annual meeting shall be:

      1)   Approval of the agenda

      2)   Minutes of the last meeting

      3)   President’s report

      4)   Correspondence

      5)   Treasurer’s report

      6)   Question period

      7)   Amendments to the Constitution

      8)   Adjournment

      9)   Opening of the elections

      10) Election of the executive

      11) Adjournment

 

Article IX - Meetings

 

Meetings of the executive may be held monthly at any time, and place, as designated by the President.  At the request, in writing, of four (4) or more executive members, the President must convene a special meeting within two (2) weeks.  Notice of regular or special meetings shall be given by the Secretary to all members at least five (5) days prior to such meetings.  The quorum for the transaction of business at meetings of the executive shall consist of six (6) members of the executive, one (1) of which must be the President or his delegate.

                                           

Article X - Duties of the Executive

 

a)   President

The President is not limited to the list that follows. We have to see his role as a President of a league with jurisdiction over all the organization. The President:

      i)    Presides all meetings.

      ii)   Signs as representative of the organization.

      iii)   May discipline teams, team officials, players, parents, and executive members but his decisions will have to be reported at the next meeting.

      iv)  Represents the organization at the district and at the league.

      v)   Exercises all duties and powers of the executive when it is impossible for the President to obtain a vote of his executive, in case of an emergency.

      vi)  Appoints the different duties among the directors of the executive.

      viii) The President shall delegate duties among the directors.

 

b)   Directors

The Directors shall perform those duties as directed by the President:

 

i)    Vice President

During the absence or inability to act of the President, his duties or powers may be exercised by the Vice President.  The Vice President shall also perform other duties from time to time, prescribed by the President or incidental to his office.  Without limiting the generality of the foregoing, the Vice President will have the powers of the President in his absence.

 

ii)   The Treasurer shall:

            1)   Keep full and accurate accounts of all receipts and disbursements of the organization in proper books of accounts and shall deposit all monies in the name of, and to the credit of the organization in a banking institution, from time to time, designated by the executive.

            2)   Submit a written monthly report of the organization’s finances to the executive.

            3)   Pay all accounts by cheque.  In addition to the Treasurer’s signature, all cheques must be countered by either the President or any other member designated by the President.

            4)   Prepare a budget on anticipated expenditures for the next playing season and present it to the executive for approval.

            5)   Present at the annual meeting a written report on the financial operations of the organization for the current season.

            6)   The books shall be reviewed by someone appointed by District 3.

 

iii)   Secretary

            The Secretary shall attend all meetings of the executive and the annual general meeting of the organization to record all facts and minutes of those proceedings in the books kept for that purpose.  He shall be custodian of all books, papers, records, correspondence and documentation belonging to the organization and perform those duties as directed by the President.

 

iv)  Ice Convener

The Ice Convener shall attend on behalf of the organization all meetings regarding ice distribution and shall allocate ice on an equitable basis among the teams within the organization and generally deal with all matters pertaining to ice scheduling with team management and league officials, and perform such other duties as directed by the President.

 

v)   Director Responsible for Referees

            The director responsible for referees will have the following responsibilities: 

            1)   Working with Referees-in-Chief in the Associations of District 3 to identify and develop referees with the skills and competency to referee AA games

            2)   Assist the District 3 Referee-in-Chief to develop a list of AA referees.

            3)   Recording, tracking and administering suspensions for Cobras players in consultation with the responsible District 3 official.

            4)   Acting as a resource for Cobras team officials to help them understand rules and suspensions

 

vi)  Registrar

The Registrar shall be in charge of registration and carding for the organization, and such other duties as directed by the President.

 

vii) Director of Risk and Safety

      The Director of Risk and Safety shall be responsible for managing risk and promoting a safe and open environment for all members of the Cobras Association. Responsibilities include:

1)    Implementing and managing a risk and safety program that conforms with directives from the ODMHA Risk and Safety Committee;

2)    Liaising regularly with all trainers on safety matters;

3)    Initiate the criminal checks annually following the procedure established for all committee members and team officials;

4)    Coordinating all investigations related to abuse and harassment and all risk and safety matters.

It is recommended that the Director of R&S take trainer certification during the course of his/her mandate.

 

      viii) Public Relations Director and Webmaster

The Public Relation director shall be the link between the Eastern Ontario AA Cobras Minor Hockey Association and the local media and perform such duties as directed by the president. The webmaster shall maintain and update the Association’s website as directed by the President.

 

      ix)  Equipment Convener

The Equipment Convener shall be responsible to find quotes for the Cobras Wear, and relate his findings to the executive committee and the respective Cobras teams and perform such duties as directed by the president.


      x)   Special Events Coordinator

The Special Event Coordinator shall:

            1)   Plan, organize and oversee the execution of special projects and events;

            2)   Form and chair subcommittees, as needed, for special projects and events; and

            3)   Report on special projects and events at each regular meeting of the executive.

 

      xi)  Aside from their regular duties, some directors may also be required to perform other duties, such as acting as an Association Convener. The Association Convener will act as a liaison between the Cobras Association, and the other minor hockey associations in District 3. One director will be appointed to act as a liaison with each association. The president may also assign other duties to directors.

 

Article XI - Protection of the Executive

 

No member of the executive of the organization shall be liable for the acts, receipts, neglects or defaults of any other member of the executive for joining in any receipt or act for conformity or for any loss, damage or expense happening to the organization through the insufficiency or deficiency of title to any property acquired by the organization or for the insufficiency of any security in or upon which any of the money of or belonging to the organization shall be placed out or invested or for any loss or damage arising from the bankruptcy, insolvency or tortuous act of any person, firm or corporation with whom or which any monies, securities or effects shall be lodged or deposited or for any other loss, damage or misfortune whatever which may happen in the execution of the duties of his respective office or trust or in relation, thereto, unless the same shall happen by or through his own wrongful and willful act or through his own wrongful and willful neglect or default.

 

Article XII - Internal Discipline Committee (IDC)

 

The Internal Discipline Committee shall consist of the Vice President and four directors. The IDC will hear all cases and recommend action to the executive.  Where any person has been disciplined or suspended by the organization, such person may appeal to the District 3 Chairman, within forty eight (48) hours, in writing, setting out his point(s) of appeal.  The Chairman shall set a hearing date for the appeal to be heard and may temporarily suspend the decision of the executive until a formal hearing has been held.  Appeals to District 3 Chairman shall bear a cost of $150.

 

Article XIII - Coach Selection Committee

 

The executive shall establish a coach selection committee for each hockey season.  The committee so formed shall be chaired by the President or his delegate. This committee shall be responsible for interviewing the applicants, to fill the coaching positions within the organization and submitting its recommendations to the executive.  All team officials must be approved by the executive.

 

Article XIV - Financial Year

 

The financial year of the organization shall terminate on the 30th day of April of each year.

 

Article XV - By Laws, Rules and Regulations

 

a)   Payers must be registered and have paid the prescribed fees before playing. Fees are payable in three installments, due on October 1, November 1, and December 1 of the current year. The first installment for major Midget payers is due upon registration of the team. The first installment is non-refundable. Players whose fees are not paid by the due dates will not be allowed to participate in games, practices or team activities.

b)   The registration fees shall be determined by the executive. In exceptional circumstances, such as severe injury suffered by a player, the Cobras committee may authorize a pro-rated refund to a player to be paid from the Association’s account.

c)   Any family with a player who drops out of the Cobras organization before paying their full seasonal fees will be required to pay 100 percent of the seasonal fees for all players in the family in subsequent years before the beginning of the regular season if they want to play for the Cobras.  The fees will be non refundable.  This provision may be waived in exceptional circumstances if approved by the executive committee.

d)   Satisfactory proof of age shall be submitted upon registration.  Any player found to be over the age limit permitted in the category in which he is participating, shall be automatically suspended.

e)   Any team knowingly using an illegal player shall have its coach suspended until a formal hearing.

f)    The organization highly recommends that the dressing room be cleaned after each activity.

g)   All players and goaltenders must wear their protective equipment as per Hockey Canada.

h)   No player will be allowed on the ice while the Zamboni is there.

i)    Any player whose behavior is found detrimental to hockey on or off the ice must be reported to the President by his coach.

j)    Any player or team official caught with, or under the influence of a narcotic or while under the influence of alcohol and whose actions are detrimental to this organization and to minor hockey will be suspended and subject to a formal hearing as set up by this committee.

k)   The organization expects that any parent who registers his child for a hockey season shall cooperate fully with the organization.

l)    Any player registered with the organization who is found guilty of knowingly falsifying anything on the registration form shall be suspended.

m)  The try outs of the organization shall start at such a time and place as decided by the executive.

n)   All major and game ejection penalties must be reported within twenty four (24) hours, to the respective convener.

o)   All fundraising activities must be approved by the executive committee.

p)   A player cannot have sponsorship for more than his/her registration fees and a team cannot have sponsorship for more than the total team registration.

q)   Teams may not purchase jackets or/and caps for the team other than those approved by the executive.

r)    Coaches shall be responsible for ensuring that the rules and regulations are followed by all players and all team officials.

s)   Teams in the organization shall not use an affiliated player without the consent of his coach.

t)    It shall be the coach’s duty to ensure that every player shall play a regular shift on his team.

u)   The executive may increase the suspension of a player, team or team official.

v)   The President will determine if a member is in conflict of interest.

w)  All expenditures above $300 must be approved by the executive before payment.

x)   Unless granted a leave of absence by the President, any member of the executive who absents himself from two (2) consecutive meetings of the executive or committee of which he is a member may have his position declared vacant by the executive.

y)   The executive may fill any vacant position until the next Annual General meeting, when the director must face election.

z)   The members of the executive shall serve without remuneration unless reasonable expenses incurred by him in the performance of the affairs of the organization.

aa) No coach who has a son playing on the Midget AA teams shall be allowed to coach that team unless under extenuating circumstances and only with the approval of 90% of the committee.

ab) No coach shall be allowed to coach any one particular team for any more than two (2) consecutive years, unless under extenuating circumstances and only with the approval of 90% of the committee.


ac) Coaching staff expenses allocation as follow (per team):

      Atom Level:              $2000

      Pee Wee Level:       $2500

      Bantam Level:          $3000

      Midget Level:           $3000

ad) The profile booklet for fundraising purposes shall be an exclusivity at the Midget level only.

ae) All sponsorship money given to the Cobras Association will under no circumstances be reimbursed.

Part 1 - Constitution

 

 

Article 1: Name and Affiliation

 

1.01       This Association shall be known as the District Three Referee Association hereinafter to be referred to as the D3RA.

 

1.02       The D3RA by virtue of its affiliation with the Casselman, Clarence, Embrun, Hawkesbury, Rockland, St. Isidore, and Vankleek Hill Minor Hockey Associations and the Eastern Ontario Cobras Associations referred to as District Three within this document and the Ottawa District Hockey Association (ODHA) / Ottawa District Minor Hockey Association (ODMHA), is a member of Hockey Canada (HC) the governing body of Amateur Hockey in Canada

 

1.03       The D3RA shall have clear and unequivocal jurisdiction with the respect to the governing and administering of all ice hockey referees within District Three.  The D3RA President will negotiate a contract on behalf of all officials each year with District Three will also discuss constitution, rules and regulations.

 

Article 2: Purpose

 

2.01       The purpose of the D3RA is to foster, encourage and improve all organized amateur hockey referees within the area under its jurisdiction.

 

2.02       Further, we will standardize the methods and techniques of refereeing in both the two and the three man systems.  We will acquire uniformity throughout the District with respect to rule interpretations and applications.  We will have and exercise general care, supervision and direction over referees and executives of the D3RA with emphasis on the enhancement of good character and citizenship.

 

2.03       Our ultimate goal is to provide qualified officials to any and all requesting bodies in District Three.

 

Article 3: Definition of a Referee

 

3.01       The D3RA adopts the definition of a referee as set forth in the Hockey Canada Official Program (HCOP) Level 1 hand out.

 

3.02       The game of hockey has a set of rules and it is the responsibility of the referee to see that the game is played within these rules, without the referee becoming the focal point of attention.  Through his/her presence alone, a good referee will cause the players to avoid rule violations and thus create a perfect relationship to the game.

 

3.03       The primary job of a referee is to cause the game to progress with as little interference as possible on his/her part, creating a fair and safe environment for the participants.

 

Article 4: Membership

 

4.01       Membership in the D3RA is open to all referees officiating minor hockey in District Three and subject to approval by the D3RA Executive Committee.  Members must be in good standing.


Article 5: Executive Committee

 

5.01       The business and affairs of the D3RA shall be conducted by an Executive Committee, who shall act in accordance with the contents and /or articles of this Constitution and such Bylaws and Regulations as may from time to time be enacted by the D3RA.

 

5.02       The Executive Committee of the D3RA shall be composed of a President, elected by the members and other Executives appointed by the D3RA President, which may include, but are not restricted to the following positions, each having one vote on the executive:

a.     Vice-President

b.     Secretary

c.     Treasurer

d.     Director of Development

e.     Director of Supervision

f.      Director of Discipline and Appeals;

 

Supporting staff of the Executive Committee are:

a.     Referee Assignor

b.     Referee Representative and

c.     D3RA Webmaster

 

5.03       The term of office of the D3RA President and appointed Committee members of the D3RA Executive shall commence pursuant to the last General Meeting of the current season and end with the last General Meeting of the next season.

 

5.04       The elected D3RA President’s name shall be brought forward to the District Three as the D3RA representative for approval/appointment as the District Referee-in-Chief (RIC).  In the event that they do not accept our D3RA President as the District RIC, they can appoint their own, who must meet the ODHA/ODMHA RIC guidelines.

 

5.05       Should one of the Executive posts mentioned above  become vacant, the Executive Committee shall convene a meeting and appoint a replacement to the vacant position to hold office until the last General Meeting of the season of the D3RA.
