Article 1: Name and
Affiliation
1.01 This Association
shall be known as the District 3 Referee Association hereinafter to be referred
to as the D3RA.
1.02 The D3RA by virtue of
its affiliation with the Casselman, Clarence, Embrun, Hawkesbury, Rockland, St.
Isidore, and Vankleek Hill Minor Hockey Associations and the Eastern Ontario
Cobras Associations referred to as District 3 within this document and the
Ottawa District Hockey Association (ODHA) / Ottawa District Minor Hockey
Association (ODMHA), is a member of Hockey Canada (HC) the governing body of
Amateur Hockey in Canada
1.03 The D3RA shall have
clear and unequivocal jurisdiction with the respect to the governing and
administering of all ice hockey referees within District 3. The D3RA President will negotiate a contract
on behalf of all officials each year with District 3 will also discuss
constitution, rules and regulations.
2.01 The purpose of the
D3RA is to foster, encourage and improve all organized amateur hockey referees
within the area under its jurisdiction.
2.02 Further, we will
standardize the methods and techniques of refereeing in both the two and the
three man systems. We will acquire
uniformity throughout the District with respect to rule interpretations and
applications. We will have and exercise
general care, supervision and direction over referees and executives of the
D3RA with emphasis on the enhancement of good character and citizenship.
2.03 Our ultimate goal is
to provide qualified officials to any and all requesting bodies in District 3.
Article 3: Definition
of a Referee
3.01 The D3RA adopts the
definition of a referee as set forth in the Hockey Canada Official Program
(HCOP) Level 1 hand out.
3.02 The game of hockey
has a set of rules and it is the responsibility of the referee to see that the
game is played within these rules, without the referee becoming the focal point
of attention. Through his/her presence
alone, a good referee will cause the players to avoid rule violations and thus
create a perfect relationship to the game.
3.03 The primary job of a
referee is to cause the game to progress with as little interference as
possible on his/her part, creating a fair and safe environment for the
participants.
4.01 Membership in the
D3RA is open to all referees officiating minor hockey in District 3 and subject
to approval by the D3RA Executive Committee.
Members must be in good standing.
Article 5: Executive
Committee
5.01 The business and
affairs of the D3RA shall be conducted by an Executive Committee, who shall act
in accordance with the contents and /or articles of this Constitution and such
Bylaws and Regulations as may from time to time be enacted by the D3RA.
5.02 The Executive
Committee of the D3RA shall be composed of a President, elected by the members
and other Executives appointed by the D3RA President, which may include, but
are not restricted to the following positions, each having one vote on the
executive:
a.

c.
Treasurer
d.
Director
of Development
e.
Director
of Supervision
f.
Director
of Discipline and Appeals;
Supporting staff of
the Executive Committee are:
a.
Referee
Assignor
b.
Referee
Representative and
c.
D3RA
Webmaster
5.03 The term of office of
the D3RA President and appointed Committee members of the D3RA Executive shall
commence pursuant to the last General Meeting of the current season and end
with the last General Meeting of the next season.
5.04 The elected D3RA
President’s name shall be brought forward to the District 3 as the D3RA
representative for approval/appointment as the District Referee-in-Chief
(RIC). In the event that they do not
accept our D3RA President as the District RIC, they can appoint their own, who
must meet the ODHA/ODMHA RIC guidelines.
5.05 Should one of the
Executive posts mentioned above become
vacant, the Executive Committee shall convene a meeting and appoint a
replacement to the vacant position to hold office until the last General
Meeting of the season of the D3RA.
5.06 Should the D3RA
President be unable to fulfill his/her mandate, the Vice-President would fill
the position until the end of the season.
5.07 The Executive
Committee may authorize up to a maximum of $100.00 per occurrence, outside the approved
D3RA budget.
6.01 The D3RA may as its
General and Annual Meetings (AGM) by a two-third (2/3) majority of those
present and voting, establish Bylaws governing iter-alia conduct of meetings, voting,
elections and duties of the Executive Committee, conditions for membership,
conduct and conditions of appeals and protests, and without being limited by
the foregoing, Bylaws concerning such matters as they properly fall within the
jurisdiction of the D3RA.
6.02 The Executive
Committee of the D3RA may at its meetings by a two-third (2/3) majority of
those present and voting, establish, amend, revise or repeal Bylaws governing
the structure and conditions of registration procedures, budgets, committees, operational
procedures and activities as established by our Bylaws and such other matters
as they properly fall within the jurisdiction of the D3RA.
Article 7: Amendment
to the D3RA Constitution
7.01 The Constitution of
the D3RA shall not be amended except at the AGM. Notice of the proposed amendments shall be
given to the Secretary in writing thirty days prior to the AGM.
7.02 All proposed
amendments to the Constitution shall require a two-third (2/3) majority of
those present and voting. Sub-amendments
to such amendments may be made and voted upon at the meeting provided that such
sub-amendments shall not change the original intent of the motion.
8.01 The AGM of the D3RA
shall be held no later than the 1st of May of each year. Its purpose shall be to review the activities
of the past season, to carry out elections and to consider policies aimed at
improving the D3RA operations for the coming season.
8.02 General meetings
shall be held at the call of the D3RA President or as provided in the Bylaws,
upon receipt of a motion affecting the Bylaws or the operation of the D3RA
through its Bylaws. There shall be two
portions to each general meeting. First,
an Administration portion, to last normally no more than 45 minutes, which will
include all Executive Committee reports.
Second , a Hockey portion, which may last as long as required, to field
questions peculiar to hockey situation which have happened during the period in
question. As well this portion will be
used to explain or clarify rulings made by higher bodies such as HC, the
ODHA/ODMHA or the District 3.
8.03 Executive Committee
meetings shall be held monthly at the call of the D3RA President or as provided
in the Bylaws. In addition:
a.
as
a general rule, the Executive Committee shall hold regular meetings and such
additional meetings as the Committee deems necessary
b.
if
for any reason, an Executive Committee meeting has not been called by the D3RA
President within two weeks after being requested by two or more Executive
members, a meeting may be called and chaired by an Executive member. Such meetings, subject to the rule of quorum,
shall be legal and constitutional
c.
the
quorum for the Executive Committee meetings shall be one half plus one.
d.
should
a member of the D3RA be appointed to more than one position on the Executive
Committee, that person shall only have one vote
8.04 Notice of a General
or Executive meetings shall be given by the Secretary to all members at least
seven days prior to such meetings. An
Emergency meeting of the Executive Committee may be called without the usual
seven days notice provided that a quorum of Executive Committee members, agree
to such a meeting.
8.05 The quorum for the
AGM and monthly Executive Meeting shall be one half of the membership plus
one .
8.06 The agenda for the
AGM shall be prepared by the D3RA President and/or the Executive Committee and
shall include, but not be limited to, the following essential business:
a.

c.

Annual Report
d.
Director
of Development’s Annual Report
e.
Director

8.07 Attendance at
meetings
a.
General
Meetings are open to interested observers or invited guests with the permission
of the D3RA President
b.
the
AGM shall be open to all registered referees of the D3RA that are in good
standing. Registered referees shall have
the right to vote on any business requiring a majority vote and
c.
it
shall be the duty of the D3RA President to invite to D3RA meetings such
personnel as are known to have special knowledge, information or interest in
topics contained in the agenda
9.01 Each official can expect
to be paid for games completed with the D3RA at the meetings as approved by the
Executive commencing with the November meeting and concluding with the AGM of
each hockey season/year.
9.02 Officials will be
paid at the agreed rate for each game as set by the ODHA excluding mileage.
9.03 Officials may have
all fines deducted from their pay cheques
The positions of PRESIDENT and REFEREE REPRESENTATIVE are elected by the D3RA membership at the
D3RA AGM.
To run for an elected position, the
candidate must be a member in good standing of the D3RA. He/she must fill out the Nomination Form to run for President or Referee Representative
which is posted on the D3RA website.
This form must be
signed and received by the Election Chair, dated no less than thirty days prior to the D3RA
AMG meeting. If there are no applicants
nominations maybe received at the AGM
The President’s name will be
forwarded to the District 3 Chair for RIC appointment.
The D3Ra President will:
a.
be
elected at the D3RA AGM
b.
preside
at all Executive Committee Meetings, Generals Meetings and AGM’s
c.
not
vote, except in the event of a tie, when he shall cast the deciding vote
d.
be
an ex-officio member of all standing and AD HOC committees, unless prohibited
by the Bylaws, and if designated, represent the D3RA at the District 3 Board of
Directors. If unable to perform his/her
duties designate a Vice-President of the Executive Committee to be his/her
replacement. The member so designated will fall under the
rules and bylaws governing this position
e.
provide
a report to ODHA/ODMHA RIC as required on D3RA disciplinary actions taken
f.
sit
as D3RA representative on Referee Committee’s when meeting with District 3
Name forwarded to District 3 Chair
for Alternate RIC appointment. The Vice-President of the D3RA will be
appointed by the D3RA President and will:
a.
attend
all Executive Committee meetings
b.
attend
at all General meetings
c.
not
vote, except in the event of a tie, when he shall cast deciding vote, when
acting as D3RA President
d.
oversee
the Development and Supervision of D3RA Officials
e.
perform
such duties as assigned by the D3RA President
f.
assume
D3RA elections duties at AGM for election of President and Referee
Representative. Should the
Vice-President be in the running for one of the proceeding positions, he shall
delegate these duties to another executive member
g.
accept
nomination form signed and dated thirty days prior to the D3RA AGM for the
position of President or Referee Representative (see form posted on D3RA
website)
The secretary of the D3Ra will be
appointed by the D3RA President and will:
a.
attend
all Executive and General Meetings
b.
issue
notices for all meetings
c.
maintain
records of proceedings and meetings and have custody of all documents and
records pertaining of the affairs of the D3RA
d.
be
responsible for maintaining an accurate database of all D3RA officials
including mailing address, phone numbers and email addresses as applicable
The treasurer of the D3RA will be
appointed by the D3RA President and will:
a.
attend
all Executive and General Meetings
b.
pay
all accounts by cheque, supported by proper invoices, signed by him another
executive member as specified by the D3RA President
c.
keep
accurate records of all monies received and disbursed
d.
ensure
officials are paid at the D3RA meetings
e.
make
available any financial information at meetings and the AGM. In the event that a Finance Committee is
formed, be the Chair of that Committee
The Director of Development for the
D3RA shall be appointed by the D3RA President and will:
a.
attend
all Executive and General Meetings
b.
co-ordinate
the D3RA development quizzes, respond to queries from officials, mark and
return results in a timely fashion.
Compile the results and inform the Director of Discipline and Appeals in
writing (copy the Vice-President and D3RA President) of any officials who fail
to meet required marks or who are tardy in handing in quizzes for disciplinary
action
c.
co-ordinate
the D3RA Mentorship Program and provide in writing a complete report to the
D3RA President as required
d.
conduct
D3RA Introductory Referee Clinics as requested by the President
The Director of Supervision for the
D3RA shall be appointed by the D3RA President and will:
a.
attend
all Executive and General Meetings
b.
select
a senior staff of officials to assist in the Supervision of officials in
consultation with the D3Ra President and Vice-President
c.
strive
to ensure that the level of officiating throughout the D3RA is consistent and
professionalensure that each official is supervised at least twice per season
and more if deemed necessary
d.
submit
to the Treasurer and D3RA President a breakdown of games and the supervisors
who worked them as requested
e.
review
cases when an official is not happy with the Supervision or a series of
Supervisions.
f.
hold
supervision Meetings as often as needed to try and have supervisors be more
consistent
g.
hold
and/or advise of Supervision Clinics to assist new supervisors at the start of
each season
B1.7 Director of Discipline and Appeals
The Director of Discipline and
Appeals for the D3RA shall be appointed by the D3RA President and will:
a.
attend
all Executive and General Meetings
b.
select
a committee of minimum of 3 senior officials (as required) of which he/she
shall be the Chair. This Committee shall
convene to rule on any complaint involving an official and rule on any
necessary disciplinary action required
c.
report
to the D3RA President any decisions on disciplinary actions
d.
report
to the Referee Assignor any official who is to be suspended for disciplinary
reasons
e.
report
to the Treasurer officials who have fines levied against them by the 2nd day of
each month or as soon as practicable thereafter
f.
keep
a record on each official with regard to penalty points and fine accumulation
and report in writing to the D3RA President once a month in detail and inform
officials of any action taken as soon as possible after and incident has been
reported
g.
inform
officials of their right to appeal (must be appealed within 72 hours of notice)
h.
forward
his/her results as soon as possible to the D3RA President and to the member
i.
report
at each meeting on any outstanding or completed appeals since his/her previous
report
j.
report
to the Treasure any officials who have fines reversed based on a successful
appeal by the 2nd day of each month
The Referee Assignor is contracted
by the D3RA President and has no voting privileges. However, if the assignor is a referee then
he/she will have voting privileges the same as any other referee. The Referee Assignor will:
a.
attend
all Executives and General Meetings
b.
as
equitable as possible, ensure that each referee officiates a fair amount of
games
c.
ensure
qualified and capable officials are available for each scheduled or exhibition
game
d.
report
to the Director of Discipline and Appeals (copy to the D3RA President) any
official who is tardy or fails to meet his/her assigned tasks
e.
submit
to the Treasurer, a breakdown of games and the officials who worked them at an
appropriate time in which the Treasurer may meet his/her payroll schedule
f.
be
remunerated at a rate specified per ODHA/ODMHA
g.
sign
and strictly adhere to the Referee Assignor’s contract as agreed to with the
D3RA President
The Referee Representative will be
nominated by the D3RA membership by election at the annual AGM. To run for Referee Representative, a member
of the D3RA must complete the Nomination
to run for President or Referee Representative Form available on the D3RA
website. The form must be signed and dated thirty days prior to the D3RA AGM
The Referee’s Representative of the
D3RA shall:
a.
be
elected at the D3RA AGM
b.
attend
all General Meetings
c.
attend
Executive Meetings as required
d.
be
a direct contact for referees to air their grievances
e.
immediately
contact the D3RA President in regard to any grievances
f.
ensure
that members with a grievance receive an answer within a reasonable time frame
g.
must
attend all Appeal Hearings if requested by a grieved member
The D3RA Webmaster shall be
appointed by the D3RA President and shall:
a.
attend
all Executive and General Meetings
b.
be
responsible for maintaining the D3RA website and databases to ensure that they
are operational, functioning properly and readily available to all D3RA officials
as required
c.
upon
approval of the D3RA President and/or Executive Committee, incorporate required
changes and varied programs to the D3RA website and/or databases
d.
report
to the D3RA President on all matters associated with the D3RA website and/or database
B2.1 Meetings will be held
during the season with elections and bylaw changes taking place at the Annual
General Meeting. Attendance is mandatory
for all officials, unless previously contacting and being excused by the
Secretary by telephone or email.
Officials will be informed once only and it is his/her responsibility to
attend all meetings. All meetings will
be posted on the D3RA website.
B2.2 Officials will be
paid by cheque (cheque under $10.00 will not be written unless approved by the
Treasurer). Conflicts over payment must
be supported with a record of assignments available for cross-referencing. The onus is upon the referee / official to
ensure the Referee Assignor is aware of any game switches or incidents where
one official has covered for another official.
If an official wishes his/her cheque to be picked up at a meeting,
please let the Treasurer know before the meeting or authorize someone in
writing. Officials are reminded that
there may be deductions from their cheques for items such as Administration
Fees, the Social Fund and Fines.
B2.3 At the end of each
month treasurer will issue and invoice to District 3 Treasurer and copy the
District Chair to get payment from each Association. This invoice will be issued by the 3rd
of each month. In return the treasurer
of District 3 will issue and invoice to each association by the 6th
of each month. The association will have
until the 10th of the month to send in the cheque to the District 3
Treasurer so that each referee can be paid by the next Executive meeting.
Bylaw
3: Assignments and Book-Offs
B3.1 The Referee Assignor
will be responsible for booking all assignments stating with AA, A , PGL (Rep
B) and Nation pre-season games and will determine the length of each booking
period. The procedures for booking games
are:
a.
turned
down or booked off games will count as part of an official’s allotment of games
with the exception of previous work commitments or assignments with A/AA or
Junior hockey
b.
once
games are booked the referee/official is responsible for finding his/her own
replacement if he/she is unable to complete the assignment. Games returned to
the assignor will result in fewer assignments and possible disciplinary action
c.
it
is the official’s responsibility to ensure his/her assignments are correct
d.
no
official will dictate the level or amount of games he/she is assigned
e.
no
official will call the Referee Assignor for extra games. These types of occurrences may result in
disciplinary action being taken
f.
no
official after receiving an assignment will trade that assignment to an
official with a lower rating. Possible
disciplinary action may result
g.
no
official will accept a game of a higher level than their rating from anyone
other than the Referee Assignor with specific reference to being assigned a
higher level deliberately. This may
result in disciplinary action being taken.
Both the official trading the game and the official accepting the game
are to inform the Referee Assignor
h.
an
assignment is a group of consecutive games at the same arena. All officials shall inform the Referee
Assignor of persons that are late arriving at the arena or late on the
ice. These persons will be dealt with as
stated under the disciplinary action portion of our Bylaw for lateness
i.
officials
who work games with less than full officiating compliment; providing they have
called the Referee Assignor before the game starts, will share the total game
fee
B4.1 Rules governing
timings are as follows:
a.
officials are required to be at the assigned arena no
less than thirty minutes prior to game time.
Disciplinary action will be taken for late arrivals
b.
officials
must be on the ice at the appointed game time.
Disciplinary action will be taken for officials who are late on the ice
c.
officials
shall ensure that teams do not go on the ice before the Zamboni is completely
off the ice and the doors are shut
d.
games
are to start no later than three minutes after the scheduled game time and
teams that are not ready shall receive a Minor penalty for Delay of Game
e.
games
are not to exceed their allotted playing time.
Of there is insufficient time to complete the game for whatever reason,
inform both benches prior to the commencement of the third period
f.
officials
at the rink are required to inform the Referee Assignor if the official’s
partner does not show up or are late for their games. Late is defined as less than 30 minutes prior
to the game time. If officials know they
will be late, but will be there in time to be on the ice at the start of the
game, the Referee Assignor or the other officials are to be advised as soon as
possible before the game to ensure it is covered. Disciplinary action will be taken for
officials being late
g.
at times officials may be required to invoke
rules and/or conditions that have been authorized by the District 3. These will be done on a case by case basis
and only under the verbal and /or written direction of the D3RA RIC
B5.1 Officials are to be
neat and tidy in appearance at all times.
Failure to abide by the dress codes will result in disciplinary
action. The following policies apply:
OFF ICE - Dress will be
reasonable. The following guidelines
apply:
a.
torn
or tattered clothing is not permitted
b.
jeans
are permitted provided they are neat and clean
c.
team
jacket that cannot be confused with any local association or school are
permitted
d.
for AA/A games
of any type your appearance should be of a higher standard, i.e. turtleneck,
dress shirt, golf shirt and dress/casual pants should be worn. Remember your appearance does gives an
impression of you
ON ICE Dress will consist of:
a.
CSA
approved black helmet, black neck strap with a certified visor
b.
Authorized black and white striped jersey. White or black turtlenecks may be worn
provided there are no logos visible other than D3RA cresting
c.
Black
officiating trousers. Black jeans or corduroys are not permitted
d.
All
required branch cresting
e.
White
skate laces that are in good shape, not torn and tied together
f.
Black
gloves will be permitted
g.
a
Jill or Jack strap
h.
final
decision will be made by senior official body
Bylaw
6: Conduct of Officials Towards Other Officials
B6.1 Officials playing
and/or acting as a Team Official will conduct themselves in a courteous and
professional manner towards fellow officials working the game. Any disrespectful displays towards an on ice
official and/or continual unsportsmanlike conduct will result in the person
being penalizes as stated in the rules (if applicable) and shall be reported to
the D3RA President for possible disciplinary action.
B6.2 Any suspension
incurred while playing and/or acting, as a Team Official will cause the
offender to be suspended from officiating for the duration of the
suspension. Any player and/or
referee/official acting as a Team Official who is suspended under the rules for
“Abuse of Officials and other Misconduct’s” and/or “Molesting an Official”
shall be reported as directed in the rules and further reported to the D3RA
President within 24 hours of the incident.
Any official who offers verbal and/or physical abuse to another official
in any on/off ice situation shall be reported to the D3RA President for
possible disciplinary action.
Bylaw
7: Male / Female Dressing Room Policy
B7.1 Any inappropriate
behaviour between officials in the referee’s dressing room must be reported to
a supervisor or someone who can help. This
could include your local Referee In Chief, Arena staff or someone trusted. When male and female officials work together,
it is never appropriate to change in the same room at the same time. One gender should dress first while the other
waits outside the dressing room vice versa.
Once both genders are fully dressed , they can share the room in
preparation for the competition, but the door to the dressing room is to be
left open.
B7.2 Only officials and
their supervisors are allowed in the officials’ room
B7.3 If two minors of
different genders are in the same dressing room at the same time there should
be a third person present. This third
person may be a parent of another official.
In this situation it is acceptable for a person other than an official
or a supervisor to be in the dressing room. The direction noted at Article 7.01 above shall remain applicable.
B7.4 If there is one adult
with a minor, when possible there should be a third person present in the
change room. This third person may be a
parent or another official. In this
situation it is acceptable for a person other than an official or a supervisor
to be in the dressing room. Again, the
direction noted at Article 7.01
shall remain applicable.
B7.5 Failure to comply
with this dressing room policy shall result in disciplinary action taken
against the offender(s)
B7.6 There will be no
cameras of any kind or equipment with photographic or video imaging capability,
permitted within the Referee dressing rooms.
Violations of this direction are to be reported to the D3RA President
B7.7 Change room key must
remain with the official inside the change room
Bylaw
8: District 3 Game Length
B8.1 As per District 3
Constitution, Rules and Regulaions
B9.1 Exhibition games will
be controlled by the Referee Assignor. Officials are reminded they must inform
a by requesting team to contact the D3RA Referee Assignor in sufficient time
(72 hours) to ensure appropriate officials are assigned for the games. Officials will not work for fees less than
the prescribed rates.
B10.1 It is the
responsibility of all officials to ensure that for all District 3 games, the
following is adhered to:
a.
that
all information regarding date, time , location , team names etc, has been
completed on the Game Sheet
b.
that
the Game Sheet is signed by each team and all team officials on the bench are
listed on the Game Sheet
c.
the
number of players on the ice coincides with the Game Sheet. If more players are on the ice than on the
Game Sheet have team add names prior to game
d.
the
start of the game and the finish of the game times are recorded
e.
the
number of goals and penalties for each team are counted, recorded and circled
on the Game Sheet and strike out any open spaces
f.
all
Game Sheets are to be signed by the officials and are to include the officials
PRINTED name and HCOP number. This will
be done in the Referee’s Dressing Room
g.
team
receive their copies of the Game Sheet (from the Scorekeeper) The first copy is
for the District 3 and the back copy for the officials if needed. After properly completing and
double-checking, give all copies to the Scorekeeper who will distribute them. The home team Manager will make sure that the
top copy goes either in Minor Hockey Office or a specified space that is
reserved for the Game Sheet.
h.
For
a write-up, the officials retains the
back copy and ask the Scorekeeper to distribute the remaining three copies to
the teams and Association. Write-ups
must be completed using the ONLINE Game Incident Report no later than 24 hours
after the incident (see Official’s Reports section)
i.
The
Game Incident Report must be completed by the Referee to include all pertinent
details. Ensure the rule reference is correct.
Ensure enough detail is included to allow the appropriate Disciplinary
Committee to be able to fully comprehend the details surrounding the calling of
the penalties without having to discuss the matter directly with the
Referee. Failure to properly complete a
Game Incident Report could result in disciplinary action
j.
Officials
are not required to give their names to Team Officials however they must
provide their HCOP number if asked to do so
k.
The
officials are to keep from all games the back copy until may 12 in each season.
l.
Officials
are also responsible after each game if any suspension to fax in the Game Sheet
to ODMHA
B11.1 Officials are
required to produce a written report using the www.odharefs.com Online Game Incident Report form as follows:
a.
for
any misconduct, major penalties, game misconduct’s, gross misconduct’s , match
penalties and /or any other incident, which the official deems necessary or the
rules dictate. Reports must be complete
in detail and legible
b.
reports
are to be as detailed as possible to clearly convey the incident and the
awarding of the noted penalties.
Remember someone who did not see the game may have to make a judgement
based on your report
c.
officials
are to retain the back copy and bring to the next meeting of the D3RA and give
it to the President
d.
ensure
you inform the D3RA President or his designate as soon as practical after the
incident and no later than 24 hours after the incident. Once the Online Game Incident Report is sent,
consider that notification for this purpose, unless it is a Match Penalty where
a phone call must be made as well
e.
ensure
that you either make a copy of your report or keep your notes. You must also be prepared to attend a
hearing, if required, to give a verbal account of the incident. Not all officials will be called for a
hearing
B12.1 The D3RA Development
and Supervision Programs main objectives are:
a.
to
aid officials in improving their performance to ensure uniformity of
officiating with the District 3
b.
to
assist in recommending officials for
higher levels of officiating
c.
to
assist in the certification of officials
d.
to
enforce the rules and regulations as laid out in the D3RA Constitution
B12.2 Supervisors will
answer any questions regarding comments made on Supervision Reports if the
official being evaluated so requests.
The Supervisor will debrief the official on rules, positioning, and/or
game situation. If the official does not
agree with the Supervisor’s appraisal, he/she may consult with the Supervisor
in private. If the official is still not
satisfied that the appraisal was fair, he/she could contact the D3RA Referee
Representative. Once at this level, the
Referee Representative shall then follow the appeal process, through the
Director of Discipline and Appeals.
Confrontations in the presence of other officials are not permitted and
blatant insubordination towards a Supervisor will not be tolerated. This type of behaviour may lead to
disciplinary action.
B12.3 All officials
qualified as Level 3 shall perform a number of supervisions (as prescribed by
the D3RA President or D3RA RIC) during the season towards their personal development
as a Referee within the D3RA. These
officials will contact the Director of Supervision to find out where and when
these supervisions need to be done. This
will further assist the new young officials in their progress within the D3RA
B13.1 The objective of
the D3RA Discipline System is to ensure a high quality of officiating within
the District 3 by instilling a sense of responsibility, dedication and pride in
officials. A method of both POINTS and
FINE system will be used
B13.2 Should officials find
during the warm-up that the game being played is above the level that was
assigned (example Pee Wee A game was
assigned and the game is now scheduled as a Midget Rep B) and none of the
officials are rated to referee that level by the D3RA, then that game is not to
be played. Officials at this type of game are to contact the
Referee Assignor and/or the D3RA President as soon as possible. If one of the officials is rated to referee
at the level required, then with that individual wearing the arm bands, the
game can proceed. This action has been
sanctioned by the District 3
B13.3 All officials will
start the season with eight (8) points unless a suspension is carried over from
the preceding season. Points will be
deducted and fines awarded as appropriate when infractions are either observed
and/or reported. Official’s points will
be adjusted as follows:
a.
if
an official loses six points, an automatic suspension of two weeks will be
assessed
b.
if
an official loses eight points, he/she will be suspended for the remainder of
the season, but will be entitled to a hearing in front of the D3RA so
designated by the D3RA President
c.
officials
will regain their lost points 45 calendar days after their last
infraction. (example: if an official
loses 3points on October 10th, if no further point are lost, the official
regains lost points on November 25th)
d.
the
exception to the rule is if an official loses 8 points, they will be suspended
e.
suspensions
may be carried over to the following season at the discretion of the D3RA
President or D3RA RIC, in consultation with members of the Executive
f.
if
an official feels that he/she has been
dealt with too harshly and /or unfairly, they have the right to appeal to the
Director of Discipline and Appeals within 72 hours
g.
if
an official is not satisfied with the decision provided by the Director of
Discipline and Appeals, then she/he can then appeal to the D3RA President. If they are still not satisfied they can
appeal further to the District 3. This
appeal to the District 3 will have to include a cheque for $150.00 for the
appeal to be heard
B13.4 The table noted on
the next page depicts infractions, point loss, fines and suspensions that will
be awarded should officials contravene the Bylaws of the D3RA Constitution
